Release of the Project Specification Consultation Report

ElectraNet and the Australian Energy Market Operator (AEMO) are undertaking a joint Regulatory Investment Test for Transmission (RIT-T) to investigate increasing the capacity of the existing 275kV interconnector between South Australia and Victoria.

The Project Specification Consultation Report (PSCR) has been prepared in accordance with the requirements of the National Electricity Rules and represents the first stage of the consultation process in relation to the application of the RIT-T for the South Australia–Victoria (Heywood) Interconnector upgrade.

The PSCR details the:

• reasons for undertaking the RIT-T

• network options being proposed

• technical requirements for non-network options.

This consultation follows the South Australian Interconnector Feasibility Study published in February 2011 and the 2010 National Transmission Network Development Plan indicating the possibility of net market benefits from increasing the capacity of the existing 275kV interconnector between South Australia and Victoria.

The PSCR, titled 'South Australia – Victoria (Heywood) Interconnector Upgrade', is available for download from the link above, via ElectraNet's Regulatory Search and also from AEMO's website.

ElectraNet and AEMO welcome written submissions on this PSCR. Submissions are particularly sought on the credible options presented and should be directed to AEMO or ElectraNet's Senior Manager Regulatory Affairs Simon Appleby on or before 30 January 2012.
